If I move a message from my inbox in Outlook 2010 to a PST, will that message stay in my inbox on my device? I have a user who saying that the message is still in the inbox of his device and was wondering if it's supposed to be deleted or moved.

Depends entirely on the configuration of the various components of the email chain. You could be moving the message in a local download at the PC, or from the main Inbox on the server, the server may or may not notify the smartphone, etc.
