I dont have a memory card on my 9650 and whenever i download a ringtone and i restart my phone it moves it from the ringtone folder to the music folder....is that because of the memory card??

Not sure, but why don't you just put in a memory card? They are very cheap and I belive the phone supports up to either a 16bg or 32gb card. being a Verizon phone, it should have come with a card.
