Master Reset For Enterprise On Phone-Still On There

Did wipe and still have Enterprise restrictions. Tried:
KB18998-How to reset the BlackBerry smartphone to factory defaults

Got to loader exe and enter box opened but nothing done.

I have OS6 on device. How can I get back to out of the box for this?
