Default activate a bold 9650 without a data plan ?

we have a family member who you could say is less then reliable with his phones and has history miss placing them he actually has caused me to suspend his service so many times in when i suspend it the other day i actually got a call from Verizon wanting to make sure my account didn't get hacked into. any way onto my question i have an old blackberry bold laying around that i was hoping i could activate without a data plan so at least the next time he lost it i could at least track it. is this possible any insight would be appreciated.

    TIA

How would you track it, if there's no data?

Aside from that question, if it is on Verizon, there is no way possible to activate any BlackBerry without a data plan. Simply will not happen. When the ESN is activated on their system, one is automatically assigned to the phone. There is no way around this, or to go in after and remove it. Verizon requires it on all BlackBerry devices, all current smartphones, most older smartphones with the exception of a few.
