9650 Google Sync WiFi only

Am I able to use Google Sync on a 9650 without activating the device? I just want to get my contacts on here.

As long as the device hasn't been wiped and the Service Books are still there, it will work. (I just did it as a test on my old 9650.)

It might work if the device has been wiped, but it probably won't since the Google apps are designed to require BIS.

I don't have BIS but am able to sync all the time.
But I'm not sure it's through TCP or Wifi, never tested

I don't have BIS or any form of data plan, just Wi-Fi and it works.
