Whenever I call a number it says something in French? HELP!

yeah, uhm.
My mom borrowed my phone, maybe she put it in her purse or whatever.
Probably while it was in it, it clicked some buttons..

Now I don't understand what it is saying..
then at the end of the french thing it says change to english then pay a bill for something I think? i don't know.

Is there a way to fix language settings?
it's not a person talking it's like a robot..

UPDATE: People can call me, butI can't call them.. BM works FB works, Twitter etc!

Didn't help.. It says something in french then Bell moblility and if you wanna do service in english and stuff o_o?
is it a bill problem?

BBM works, FB works, all that people can call me.. I can't call them? hmm?
