Default Newb Question but..

Will my AT&T Bold work if it doesn't get a 3G signal ?
Does it use the best network available ?

it will run on edge if its out of 3G range, so yes it will

It will work but data is slower other than that its fine

Yes, it will work fine, just slower when using data. It will always seek out the fastest network.

What everyone else above said, but remember if you're in a weak area most of the time it's always going to struggle between the two and that means maybe less battery life.

It works, but you will definitely notice the difference in speed. However, it will make you appreciate your 3G more once it comes back.
