Have you got the blackberry data add on for your plan?
If so there should be an e-mail settings icon inside the setup folder which when you run it will connect to your carriers BIS server for you to login/create account and setup your email addresses.
Alternatively most carriers have a web based version also for example 02's is:
bis.eu.blackberry.com/html?brand=o2mailuk

Where did you get the handset from if you don't mind me asking?
Ask your carrier to remove and re-add the BB data and/or go to your carriers BIS site and login to your account or create one you can then input the PIN or auto detect the device. That should register it with BIS

I would use this link to find you carriers BIS site and try and register it on there as it should deregister it with the other BIS account if it is still active
It does sound to me though that they have not setup your data/bis correctly.
I had a similar problem with vodafone and a used blackberry but they did sort it out quickly when I started moaning
If not phone your carrier as they can do it with the IMEI and PIN
It does really sound to me though that they have not setup your BIS correctly so get them to redo it. I had a similar problem with Vodafone and a used blackberry but they did sort it out quickly after I started moaning about it

The BES option has nothing to do with a lock of the BlackBerry Bold 9,000. The e-mail service or BES option only works if you book a BlackBerry option for the contract / mobile number you want to use with the BlackBerry.
In your e-mail you gave us a foreign number, if you use the BlackBerry with a foreign mobile number please contact direct your provider.
One information: The BlackBerry Bold 9,000 is without a lock, that means you can use all SIM cards not only the SIM card of T-Mobile Germany.
If you have any other questions, please don't hesitate to contact us.
Yours sincerely,

As quoted above it could well be IT policy try this. (You will have to back you phone up as it will erase it)
There is a method you can use to remove the IT policy using the official RIM loader.exe application. This is a much cleaner method & leaves NO trace of ANY IT POLICY.
You need to ensure you have Blackberry Desktop Manager installed & also have the latest device software installed for your device.
Desktop software and device software are available here:
us.blackberry.com/support/downloads/download_sites.jsp
You will need to select your carrier from the list in your region.
PLEASE NOTE THAT THIS METHOD WILL WIPE YOUR DEVICE TO A FACTORY STATE, REMOVING ALL PERSONAL DATA & REMOVE THE IT POLICY.
If there is anything important on your device, please back up using the "ADVANCED" function on Backup/Restore in desktop manager.
I suggest you backup only what you need, ie SMS, Contacts etc. Please note that you can actually backup the IT policy, so if you do this, when you restore the backup to your device, the IT policy you had just removed will be restored on the device (FAIL!)
Please ensure that your device is plugged into your PC via USB if you chose to skip the backup, if you hadnty plugged it in already.
After you have done the backup, you will need to open a command prompt on your PC, by going to Start -> Run, typing in cmd and pressing enter.
In the command prompt, you will need to locate the Apploader folder, provided you have a C drive, it will be located at:
C:\program files\common files\research in motion\apploader
(the command you would use is cd \program files\common files\research in motion\apploader)
You will then type in (without the quotes) "loader.exe /resettofactory"
The device will then proceed to wipe itself and then restart.
All that is left after your device has started back up is to restore your personal data
