Because Skype chose to enter into an exclusive agreement with a select number of carriers ... most prominently Verizon in the US and 3 in the UK ... for which they were paid a large sum of money.
It's really a question to pose to Skype.

The Qualcomm processor in BB5/BB6 CDMA devices could not do VOIP. This is a hardware limitation. To get around this, Skype partnered up with Verizon to use their switches to connect to Skype. Pretty much, any Skype call made on a Vzw BB actually makes a phone call into Verizon and then is connected to Skype. Hence the exclusivity deal that was made between Skype and Vzw.
Those Qualcomm processors also didn't have the capabilities to analyze audio, so this is why there aren't any guitar tuner apps for CDMA BBs. It was truly a hardware limitation.
The GSM processor can do audio analysis, so there are guitar tuner apps that work with it, and a few VOIP apps as well. Since Sykpe signed an exclusivity agreement with Verizon, an app was never made to work with GSM BBs.
Now that all BB7 devices use a new Qualcomm processor, I'm not sure if those limitations are still in place. Things might also change once the BB10 devices hit the market (with a different dual-core processor).

1. Why is the exclusivity agreement seemingly centered around BBs? AFAIK, same generation Androids on all carriers run Skype just fine.
2. Do you know what the duration on this exclusivity agreement is?

Where do you find this BIG lie ???
Source your info before you post here your lies.
I have a bold 9000 and THERE IS a FULL DUPLEX VOIP software that let you talk DUPLEX with WIFI or 3G and this is NOT walkie talkie NO, "FULL DUPLEX".
Try this https://shop.fgmicrotec.com/try-lite.php
And you can call any mobile or land line FOR FREE and talk everytime for 1 minute TRIAL, everybody in the world, by using wifi or 3G without any cost from your provider.
So IT IS POSSIBLE to make a skype software to let us talk DUPLEX by wifi or 3G
I try this my self and works great, I call my family from south America to europe with wifi or 3G without any cost.
This is a point of developers from blackberry software. Enjoy DelftEo

Next time I read better, but I give a hand with it.
There are More possibility with our blackberry's, only it is not available, or not made.
Like a good flash browser or flash player for os5 or higher, they can do it or make it, if they will survive they need to do more for us,
A nice skype software and flash browser and more like this kind of software get's people to rim, if not RIM R.I.P
Who buy every 6 months a new bb, I'm not.
Let me feel happy with my bold 9000 and I will think to upgrade it, but till now, I stay with it and I see what the future brings me, if not i switch to other phone brand like many people did before me. Enjoy DelftEo

2. Do you know what the duration on this exclusivity agreement is? | From what I remember, it was a workaround for the processor RIM choose for the CDMA line. Before the setup with Verizon, you didn't have VOIP options. Vonage, and a couple of other "VOIP" apps all had numbers they called to access their networks. This meant using up your minutes to make VOIP calls, which kind of kills the point of VOIP. RIM didn't open up the APIs for GSM processors until after Skype had their agreement in place with Verizon. I don't know how long the exclusivity agreement is for. Plus, a lot of the CDMA devices didn't even have WiFi back then.
Android devices use different processors, so they don't have the hardware limitation that the 9630/9650/8530 has. Skype didn't need to create a workaround to handle the hardware.
The Bold 9000 is a GSM device (I think it is a Marvell processor - starts with an M at least. It is not a Qualcomm processor), so it has the audio analysis and VOIP capabilities. Several VOIP apps came out for GSM devices once the APIs became available.
