If you have your APN setting correctly set up, at the bottom of the Vlingo settings page under "Network" there is an option to "Auto Configure" the application and it should detect your APN set up. There is also a "Connection Type" button there to select "Direct TCP" yourself.
I have do a data plan, but Vlingo automatically set up Direct TCP for me.
