Angry User not getting emails unless I resend service books

A little history before I get on with my problem. I have a BES 4.1.6 server and about 30 Blackberry users which are all fine except one of them seems to constantly have issues. At least once a month he had a problem where he could not send or receive emails. I was able to fix it by either resetting his blackberry to factory default and then re-doing the enterprise activation. At least once I had to delete his user account from the BES server and re-add it. This would work fine then for a month or less. We assumed it was a faulty device, so we have bought him a new one (BOLD 9900) last week.

So today I get a call that he again cannot send or receive emails. He is out of town so I cannot get access to the BB device. However this time when I do a resend service books and resent peer to peer key, he gets all the missing emails in one batch. Then he calls me an hour later with the same problem. I do the same thing again and he gets all his emails again in a batch.

Does anyone know what could be happening? He has a connection to the mobile network with full bars and is with 3 other employees and all their blackberries are working.

As a workaround, is there a way to have service books and or peer to peer keys resent on regular intervals?
