Default "Set Password Timeout" Not Working

Subject pretty much sums it up, I've got this applied in a policy.

Basically, I wanted all of my BBs to have a Maximum of 10 minute device lock that was mandatory, but the option to change it to less (more secure) if they wanted. By default, I wanted it to be 10.

However the "by default" thing doesn't work.

I've got the Maximum of 10 minutes working fine. If I go into those options, the max I can select is 10.

The problem is my "Set Password Timeout" option. I've got it set at 10, yet my timeout defaults to the default of 2 mins. Why?
