Question on locking down ringer type/ volume BB 9650

Good afternoon all,

BES 4.0, w/ approx 40 blackberry 9650's utilized in a ground transportation fleet. We have an issue w/ some people who like to turn the ringer from LOUD to OFF or just VIBRATE. For the life of me I can't find (and I may very well be missing it) if there is a way to sort of lock that down so it can't be changed by the user? It's a pain because the phone won't ring, the driver won't know he got a call or email, and it kind of snowballs from there.

Any ideas?
