Prevent users from disabling redirection

I'm running BES4.1.6 for Groupwise, and I have some users that continually disable their email redirection. For the "offending" users, the mobile email is the reason they have the smartphone, and by disabling it they are defeating the purpose of giving them a phone. I know this is a people problem, not a technology problem, but is there a way to prevent these users from disabling redirection through IT policy?
