Default Is it possible to block surf and other services on devices

Hi,
I am looking for a solution to prevent some users to use some services that use data.
In fact, I would like to prevent some users to do anything but calls and emails (no navigator, no GPS, no third-party apps like Facebook etc...)

I have BES Version: 5.0.1.58.

Create a new policy and you can change everything you need.
Im on BES Express and i can limit bluetooth, camera, MMS, SMS, Password/PIN, external memory, IP Modem, disallow 3rd party applications, VPN, VOIP, WIFI and any updates (over the air and cable).
I cant remember off the top of my head how to disable internet browsing on the device, if you set it up to go through a proxy then it deters them as you know what they will know that you can see what they are looking at.... although you can just look through the BES logs and see that anyway.

Back to the subject....
Then put that user into a group and give that group the policy and it will lock them down.
