Default Is "No IT policy" possible?

While poking around my 9800 I found the IT policy and noticed it states first that there are no disallowed applications and then when I click on "IT policy details" it tells me there are none.

Does this mean my device (and all others on our company BES) is not managed by policies? Does it also mean that nothing is being tracked?

no, it just means no applications have been blocked.
if you want to see what is being logged, active a new device.
if your phone calls/sms/bbm/pin messages are restored they are being logged on the server....
