no attachments

Hello all.
I haven't worked with BES in a while but I just got "thrown in the fire" and asked to handle IT operations for a few weeks.
We are having a problem where no one can open attachments on their BBs.
Almost everyone has an 8310.
The Blackberry Attachment Service is listed under Applications on the devices, but we can't open any attachments (im using .doc attachments to test).
When you scroll down to the bottome where it lists attachments it just says "application: test.doc (9K)".
Any ideas?

I have an 8330m on BIS and have been unable to open attachments of various sorts (doc opens because I installed Documents to Go free). But it seems like I'm missing the attachment service also.
