Default Enterprise device management

We have over 2000 blackberry's an 70% need an OS upgrade. What is the best approach?

OS at 4.5 or higher?
If the devices are working, why do you 'need' to upgrade the OS?

New features?

If using BES 5.0 I would probably set up Web Desktop Manager to allow upgrades and teach/instruct users on how to do it.
