Default Enterprise Activation though Blackberry Administration Service

I've got a testing BES up and running and I am trying to successfully do enterprise activation for a phone.

I have tried using step 1 (wired via BlackBerry Administration Service) found here:
http: //support.opt3.com/KB/a45/activate-blackberry-using-blackberry-enterprise-server.aspx

As the phone I am testing with has no wifi or 3g data connection. I've gone though the process and at the end I get 'The device that is connected to your computer has been activated.'.

However if I launch 'Enterprise Activation' on the phone itself, I see 'No accounts are activated'. I also do not see any information such as the 'Device Model' when I click on the device pin.

Can anyone think of anything I'm doing wrong?
