Default Delayed corporate mail

Hello BESAdmins,
I am having an issue with our BES network. We are using a BES4.6.1.10 with our Exchange 2003 mail server at our main office. We have branch offices at other countries, with different providers, on the blackberry network.
Since a few weeks back, all users at these offices are receiving their mail after several hours. I get a lot of alerts from the server of worker threads being blocked for health checks, every 10 minutes.
I need to know if it is an issue with the server network, or the provider. I have checked the logs but cannot seem to find the problem. What would I have to look for? Where would i start troubleshooting?
Appreciate any help.

These are just a few articles regarding the worker threads and delayed email. Not BES certified just offering something to try and assist. Hope one of these gives some good insight.
