Can't Connect to VPN when Tehtered

We just upgraded to the most recent version of BES. Users who were previously able to establish a VPN on their laptop when tethered through their movile device can no longer do so. Any ideas?

It's possible that they do not need to VPN anymore when tethered to the BlackBerry. I know my BlackBerry has access to network resources without needing to do anything special. It could be that since the BlackBerry is the modem, it's already authenticated and all. Of course, I really have no idea.

Does the VPN check the IP address of connections being made? It could be that it won't allow connections from IP ranges controlled by cellular providers.
