Default cannot update device software

I am trying to update the the device software on a bb through the BAS, but when I go to update, it keeps generating the error message: "This user has not been assigned software configurations. Application loading is unavailable."
I have added the user account to a group that loosens up the policy enough to install software and I added the bb device software configuration to the user. The technician that is trying to run this (apploader from the bas), has the same perms my test account does when I put this together. I am wondering if it has anything to do with perms of the device account itself. When I tested the process, I updated my own device, but used the test account to log onto the bas to run the update. We are trying to set something up so we don't have to give our customers admin rights to run wdm to update their own devices. The only difference between what I did and what the technician did was that the customer device he was trying to update does not have admin rights and my device in my testing, belongs to me, who does have admin rights. So I was wondering if that was causing the problem. The update is wired, it just doesn't seem to recognize the software configuration.
