If your device is activated on BES your admin has the ablity to push device OS updates to your device if you are running 4.5 or higher. While it can be done by device manager, it can be done without however your admin has to setup the device OS for your device and then designate such for your device.
By plugging you BB into DM, most likely you are receiving the update from RIM and not your BES, it's simply the DM that is detecting that a newer version is available for you. If you BES admin pushes it, such can happen without connecting and they can even disable non-BES device OS updates if they prefer.
If your admin pushes the device OS to you, re-activation to BES isn't necessary, usually if you do it on your own while activated, you will need to re-activate.
So the answer to your question is yes IF your device is already on 4.5 for higher, your BES is 4.2 or higher AND your admin has setup and deployed the device OS on the server.
