BOLD 900 radio off after reboot

I have recently been added to a BES server for my company. Ever since this has happened when the phone reboots it comes up with the radio off. The BES admin swears it is an issue with the phone and not any form of policy or anything else he is doing to the phone. Any ideas that I can use to get this corrected short of removing the phone from the BES server would be appreciated.

more or less it may just be a security setting in the bes policy, can you enable the radio through manage connections?
