Default Blackberry Small Business Edition Licensing

Hi I'm hoping someone can clear this one up for me please.

We currently run Blackberry Small Business Edition 4.1.4 (on Domino 8.5) which I am led to believe is limited to a maximum of 15 users? Well the thing Is we have 19 licences installed and in use.

If the limit is supposed to be 15 the how can my predecessor have installed 19?

If the information I have been reading is wrong what is the maximum number licences you can have on a BSBE 4.1? We are going to need 40 users. I'd go for Blackberry Express 5 if I could but unfortunately its not an option due to us using Lotus Domino

The documentation for the Blackberry Professional Server says the max is 30, which would explain your current 19 users, but becomes an issue if you want 40.
