Default BESx wireless activation

Completely confused!!!

scenario:
we have 200+ blackberry users, all were on BES 4.x and exchange 2003. We upgraded to BES 5 (trial license) and Exchange 2010. Move 100+ users over to the new BES 5, everyone is working fine. trail license expired To get these users back up and working again, we install BESx 5.0.2.29 and moved the users over. Most users were migrated over fine. BUT, we have a few that are having issues.

(so far only on GSM network) ie. Orange, KPN
the issue is that when the user activate, we see the EPT.dat files come into the mailbox and then is picked up by the BESx server (since it disappears) but the device will not activate... We were able to activate these devices before, but not now. In the server logs, i do see "Old OTAKEYGEN...." for that user, so we wiped the device and tried again and still no luck.

We were able to get the users working by: If there is another user in the office with a working BB, we would remove the SIM card, place it in the phone that we want to activate and run the activation. Once it is activated, we would switch the SIM card back for the user and everything will work. Now that this user's BB is working, we able to wipe the device and re-activate it again without any issue.

So my thoughts is what can be stored on the SIM that can cause it not to activate. After swapping SIMs around and getting it to work, it will remain working.....

Maybe the "bad" phones didn't have a BES plan, and the ones you were able to activate did. I realize it is a longshot, but it kind of makes sense. You can't do BESx activation over the air, but once the phone gets activated it will work.

As I understand, to activate wirelessly the service needs to be BES provisioned. Otherwise it requires cable activation.

confirm with carrier that the user is on a unlimited BES plan. here are the logs:

The user went out and purchased a new blackberry, insert his orginal SIM and activation works......

wish i can figure out how to resolve this issue without a new BB device..
