Default BESX inconsistencies

I am testing BESX in our environment of about 200 Blackberrys. The main motivation being potential cost savings for our 50 or so loaner devices, the thought being we can drop the enterprise data plan and go to just a BIS plan for these devices.

I have 2 BIS T-mobile Blackberry Curve devices here for testing and I'm having trouble coming up with a concrete process. The first time setting up a device I had no Enterprise Activation option under Advanced options. So I plugged the device into the PC and activated that way with the web desktop (which was expected and worked fine). However, after doing a remote wipe of the device, Enterprise Activation is now an option and I can do an OTA activation no problem. I called t-mobile and verified the device is still on a BIS plan.

So I guess what is the story here? It was my understanding that BIS devices needed to be wired to activate with BESX. Do you just have to do it once over the wire, then you can activate OTA going forward on that device?

We have always performed the enterprise activation via cable. It was my understanding the OTA enterprise activation feature was only available in the full blown BES.

That was also my understanding, but in my real world testing this is what I'm seeing.
