Default BES won't sync contacts

We are on a BES version 4.1.25. I have googled this problem and found lots of fixes. None worked for me. I have tried resending service books, deleting service books and undeleting them, wiping the Blackberry and re-syncing. Wireless syncing is enabled. I found an entry in the BES log which might help but I don't know what it means: DevMgmt's Handheld Agent is not initialized, sync is not allowed.
Thanks!

Check exchange attributes on that user. May not be related but a while back (a good while) someone mentioned an issue with exchange hanging up the bes sync and this seems familiar. Hope this helps.

Permissions look ok. Should have mentioned the problem is not with just one user. At least 3 users have mentioned their contacts aren't syncing.

Make sure wireless sync is turned on on the BES side as well as the device side. If it is only affecting a small portion of the users it could be a device side setting.

Dumb question- but have you tried removing the user completely from BES and then re-adding/re-activating? Yes- I'm shooting in the dark at this point but it's worked for me before on phantom issues like this. I dug around too on the intarwebs but also didn't find anything pertaining directly to your issue.

Have you called your provider's support line? We have T-Mobile and I can get to a dedicated BB support desk and sometimes the techs there have BES experience.

My thoughts as well.

Wireless sync is turned on at the device and the server. Definitely tried the removing user and re-adding the user. That has fixed stuff for me in the past also. My only other option at this point is to call RIM. I'm trying to avoid that.

Which side has the correct contacts? If its the server (Exchange) go to your address book > menu > options > type rset and it will reload from the server.

Had to re-sync the contacts manually after doing that which is ok. Still can't figure out why contacts are not syncing wirelessly. Thanks!

Thanks for all the responses! Tomorrow I am going to set up a new BES server and see if that helps. How's that for a shot in the dark?

Thanks again for all the responses. Setting up a new BES server and upgrading to 4.1.6 fixed the problem. I had tried updating on the old server but the database wouldn't update. On the new server it did. Problem solved.
