BES: Force Voicemail Configuration

We have quite a few users that have not configured the voicemail on their BB's. We want all of our users to have their voicemails setup. However, its difficult to force 100+ people to configure their voicemails by verbally asking them to. Is there a setting within the IT Policies or elsewhere that force a user to configure their voicemail?

That would be a good thing to have. I don't think you can do that because it is really not controlled by the phone.
