BES: Deleting messages reconciliation

There are other threads re: reconciliation but I would like to encapsulate the entirety of what other push technologies seem to manage i.e. Goodlink.

I have a couple hundred users converting from Good to BES and they are quickly forming an angry mob because mail reconciliation in Blackberry world does not seem to hold a candle. Being a diehard Berry owner, I have never known different therefore, I have trouble empathizing. Enough preamble...

Test1. Create email in Outlook, send to self, appears in Outlook personal folder (rule for such) and appears in messages on Berry.

Test2. Move message from one folder in Outlook (personal) to another, reconcile Berry, view folder. Remains in personal folder.
I heard this may work when connected via wire but not OTA. Anyone?

Test3. This is the big one. Delete message from Outlook so message goes to Deleted Items in Outlook. Reconcile Berry. Message remains in personal folder on Berry. Delete message in Outlook from Deleted Items, Reconcile Berry, message disappears.
I have my Berry set to prompt when deleting from device so I have choice to delete from device (works of course) and delete from device and mailbox (which also works).
Test4 . TBE (To be executed) Has anyone used the hard delete reconciliation setting set globally on the server? I called RIM twice and received contradicting information that this will furnish a vehicle to delete from device and it will delete the message forever (hence the name hard delete reconciliation) or, another said that it will simply place the messages in the deleted items in Outlook/Mailbox.
