If I want to setup a second server for HA and I want to keep all the services on one server including BAS, Do I need a load balance device or DNS Round Robin option since I'm not separating BAS?

What exactly do you mean with keep all the services on one server? The second HA server will have its own set of services that will only start once the first HA server fails for whatever reason, no load balance or round robin needed. For BAS however you need to add the second BAS to the same pool as the first BAS, and then add the second BAS instance in DNS to the first BAS's record, so there yes, round robin.

Someone feel free to correct me, my knowledge of BES HA is purely academic.
