Problem solved...
worked with our Carrier BES support team:
The Fix:
Open Bes Manager, browse to Manage Users, select user that has problem, on User Information tab, click Default Configuration, then Email tab, then scroll to bottom of page and click "Edit User", under Private Contact Folders select the contacts listed and then press "Continue to user information Edit", then "Save all".
