BB wifi policy?

Hi all, we are using BES 5.0 and currently have a policy that restricts browser use/access (data bills became too high)

I was wondering if there is a way to disable it when over 2g/3g/4g/etc. but allow browsing only when using wifi (should still be able to get bes emails and such)?

I was thinking maybe there was a way to change the default browser to internet browser or hotspot browser or a combination of wifi profiles

any ideas?
