Activated BB Stops Syncing

Ok, so we have a BESx setup, and I've had no problems activating the various berrys in our company all but one has given me a headache.

Its a 8900 but my question is, can BESx be used on a bb with a plan that does NOT include data, only an email and social messaging option? It has wifi and after the activation is complete it receives all emails and calendar updates but when the user is out of the office, she no longer receives anything.
If the phone is near a wifi source it should work but is a full data plan required for BESx to work properly?

By full data plan do you mean BES? I see your using BESx that only requires the BIS plan. With no data plan at all it will not receive any email or calendar.

Our carriers here have 2 different types of BIS data options.

You can have one with data such as: 500mb or unlimited email options which include unlimited bbm and social media platforms

So, i'm wondering what happens when one person has a limited BIS data plan.
Since the calendar would require data to sync, would it not?

You need a BIS dataplan or a BES dataplan.
500 meg is more than enough for emails and BBM for most people. It is the videos and music streaming that will eat lots of data unless you do it on wifi.
