Are you on a business network where and administrator might have used BES to disallow these functions?

Is it a new device that you have always had. Or is it used, and it might have been on a business network and still has the old device policies in place?

    Turn off Parental Controls
    Go to Options>Security>Parental Controls.

If it is enabled, and if the Camera and browser are unchecked, It means they're blocked. Disable it if you know the 4-digit code/password.

Turn off Parental Controls - User Guide - BlackBerry Curve 9220 Smartphone - 7.1
