I tried to do this and I got the message that the filename, directory name, or syntax is incorrect. What am I doing wrong?

Most likely, you made a mistake in typing the command line.

Am not sure if this will reset the device itself to factor settings, but it would not harm to try. Alternatively, reload the O.S

Unfortunately RIM often changes the menu structure with new OS versions. I no longer have an 8830 to check the path. On a 9930, it's Options / Security / Security Wipe. You'll just have to look in the various security menus until you find it on your 8830.
