8830 we vzw after unlock call and messaging problem

hello to all..

im having a problem with my 8830 we vzw carrier after unlock by codes

and set band to gsm 900 t0 1800 i cant make call even text messaging always failed

im from the country which supports 900 t0 1800 band.

i already updated my phone to 4.5.175 os make soft and hard reset, reset factory settings and wipe with JLcmder but it didnt work.. someone told me that i have to remove IT policy but problem didn't solved
please anyone can help me with this.
