8820 email setup

just received new unlocked 8820 with no data plan. trying to setup email to receive my hotmail account. able to connect via wifi hotspot. the manual shows 3 options in setting up email, 1. create new email, 2. use a work email with blackberry enterprise, 3. skip email setup. my new phone is missing the first option to set up email, only has 2 & 3, any idea how to get option 1 so i can setup my hotmail account, thanks

correct me if I'm wrong, but I do believe you need the Data Plan to even set up email.
