Put a SIM card in tone and if it works in your country for phone calls and SMSs then the phone is OK.

Blacklisting usually occurs when a phone has been, say, stolen and the original owner has been given a replacement. If the owner mysteriously "finds" the original phone and sells it then the new owner will find that an inserted SIM card will not allow phonecalls to be made.

Sell the phone abroad and the phone will still work.

Pete, you are still the man. To the OP, also if the owner of the device did not pay his/her last bill, the IMEI could be locked as well...
