Is it truely nuked??

Hi there I have been browsing the site and forums looking to solutions to a rather odd problem, the nuked guide in the blackberry 101 does not seem to work for my phone but then I have no operating system on it at all or so it seems.

I get an error message from the loader screen saying:
No system software was found for your handheld.
Contact your system administrator or service provider
for information on obtaining handheld system software.

Can anybody help??
