Leaked version is actually a completely finished OS straight from RIM. Since RIM always collaborate with multiple carriers around the world, the term "Official" OS is basically the finished OS from RIM that's given to the carrier to be redistributed to their customers. So, "Official" OS are those that are locked to carriers (unless you delete Vendor.xml file before installation), while "Leaked" OS are the exact same thing, but not assigned to any Carriers, hence they basically can operate in any carriers around the world. (You still need to delete Vendor.xml file before installation)
Note, that some features such as 4G, HSPA+, Mobile Hotspot and Wi-Fi Calling are available to all BlackBerry Torch 9810. If the settings don't appear in your phone, then it's your carrier that doesn't support it. For example, my carrier in my country don't support 4G and HSPA+ connections and therefore the settings don't exist and I can't use them. Mobile Hotspot is available in the phone and can be set to be activated, but due to my carrier's infrastucture limitations it cannot be activated.
Bottom line, "Leaked" is NOT a beta build of the OS. It's a finished version that RIM hasn't been able to release through carriers.
So far, my OS 7.1.0.205 on my 9810 has been working very well. I don't have many apps installed and it's been working really well for me. I would definitely reccomended it to others, but most people has a lot of Apps installed and having a lot of them running in the background and they "may" not be compatible with 7.1 since there's not many "Official" release on many carriers. You can try, if it doesn't work for you... just downgrade.
