Update the OS. It was apparently a bug in the earlier OS 7 builds that was fixed in the more recent builds. I don't know if Rodgers offers the newer one now or not, but if not, look for a newer one from another carrier or get one of the recent leaks. Also, check out the OS 7 or the 9810 forum for specifics.
The reason they can't be permanately deleted is because they are pushed to your phone through service books by the carrier. They are not part of the OS itself. You can delete the service books, but the next time the phone reboots and logs back on to the mobile network, the carrier checks for those service books. If they are not there, they get re-downloaded and reappear on your phone.
Hiding the icons works because this does not remove the service books and the carrier sees that you still have them, so it doesn't do anything.
Loading a new OS, or reloading a current one is the only time you may have to re-hide those icons. Because the hide status sometimes gets lost during an OS load. But that shouldn't be that big of a deal, unless you like to reload your OS once or twice a week.
