-Not Android (and I sincerely hope they never reintroduce themes, I prefer everything to be the same for everyone), but you can install and Android Launcher, it even gives you access to some native android apps.

You want others to have only what you have? Totalitarian and appalling. I can't even imagine what would make you have such feelings. I could not care less what someone else wants to see. Do you also want everyone to have the same color of walls in their homes?

Install a luncher apk and use it on runtime. Some where I see a video where most functions works giving you the ability to choose if you want to use the android or native apps on some parts of the luncher

If you buy an app and save it on a removable SD card, what prevents you from copying it to a friends SD card and they run the stolen app.

Does iOS have themes without jail breaking? To add this functionality to the base OS GUI will add complexity and performance issues. I started programming in the character based OS days and have seen all the GUI changes throughout the years through multiple OS. Even wrote my own GUI in the early days. There is a performance hit when you have a GUI that can have custom GUI elements. It is a lot of work at the subsystem level. GUIs on mobile phones are going back to simple (flat) to take away some of that performance both in battery usage and lagging.
