Have a chance to purchase a phone that I can fix but I can't determine if the phone is BBID locked. Is there any way to tell via BlackBerry website?

You'd need either physical access to the phone or a way to give orders to someone with physical access. Even then, you can only tell if it's BBID locked if it can boot to either the Settings screen (if set up) or the initial setup (if wiped).
