    I would think the USA would get the update and the USA has multiple time zones so why wouldn't it be possible that eastern states might get it first like Ontario Canada may get it easier than Manitoba.

    Not a stupid question. They do roll the updates. Someone in Boston might get the update at noon and the person in Chicago gets it a few hours later. Same carrier.
    At least I have seen this as a Verizon customer.
