    So a friend of mine just send me this link asking if he can update his Q10 from there

    As far as I see it appears the official OS release but as i've only done OTA updates I have no clue what this is?

    No, that's a developer OS. Developer OSs are missing most of the apps, and are generally too limited for daily use.
