This might seem obvious, but if new Z10 owners go into My World, then click on "Available" you'll be able to see apps that you had previously downloaded (and paid for) on the PlayBook. You can then download them for free onto your Z10. The thing is, in BBWorld on the Z10, if you search for these apps, they don't show as if they were already available/installed. You are only given an option to purchase the app.

To explain this better, I was looking for Splashtop on my Z10. I searched BBWorld and found it, but noticed that it was asking me to pay $6.99 again for the app. I decided not to purchase it yet and would wait. Today, I was playing around with my Z10 and noticed the "Available" tab in My World. Splashtop was there and I was able to just hit download. It downloaded for free and I didn't have to repurchase the app.

    Great advice, thank you!

I think the cause might actually be the developers releasing a new app instead of repackaging the same one. Just like in iOS, there are "universal" apps, and there are apps where the phone and tablet versions are separate.

I assume you have to have the same BBID on your Z10 and PlayBook?
