    Am I missing this feature due to my carrier, or is this not an option in the BB10 OS on my Z10?

    I can tether via Bluetooth or USB, but not over Wifi.

    Hotspot mode is definitely available on BB10, go to 'Settings'. then 'Network Connections' then 'Mobile Hotspot'. If it doesn't work, I would check with your carrier reference availability.
