Is there a way to check how much file space each app is taking up on your phone either on 10.2 or 10.2.1?

Device Monitor should show them all

On 10.2 device monitor only shows running apps and the amount of cpu and memory that is taken, on 10.2.1 show filespace as well?

Yep! You can sideload the bar file from 10.2.1 over your 10.2 build if you want. Had it that way before I went .1055 myself

Should be sys.mon
I do have to tell you to proceed at own risk and follow all instructions mentioned. If something does go wrong, get the appropriate bars from your current OS and sideload those to correct the issues
