I'm running the latest software on my Passport. I go to the device manager to close off apps in the CPU or memory tab. Some are still open even after I get a message stating that they have been closed. Any suggestions?

That's droid for you. Delete your droid apps and keep your berry droid free.

That's been happening with Android apps since 10.2.1
Download Ghost Commander or Task Manager and use those apps to shut them down. I check every hour and see apps that open up and keep shutting them down. It's a lost cause. Android apps run all the time. Whether you want them to or not.

Thanks for the task manager suggestion. Can you tell me what this android gallery is about in my tasks. Doenst close at all. It closes and comes back again.

So, I assume you have already a lot of media on your passport ? And I guess this apk is a dependency for another Android app you installed ? (one that can take picture or video I presume)
